De serie 'Voorstudies en achtergronden' omvat werkstukken die in het kader van de werkzaamheden van de WRR tot stand zijn gekomen en naar zijn oordeel van zodanige kwaliteit en betekenis zijn, dat publicatie gewenst is. De verantwoordelijkheid voor de inhoud en de ingenomen standpunten berust bij de auteurs. Beleid ten aanzien van etnische minderheden is steeds uitgegaan van de tijdelijkheid van hun verblijf. Gezien het gegeven dat die tijdelijkheid fictief is, moet er beleid komen met als doel de gelijkwaardige deelneming van de minderheden aan de Nederlandse samenleving. Zonder zo'n beleid zullen al bestaande problemen, zoals achterstandsproblemen, culturele en identiteitsproblemen, zich verscherpen. Het beleid zal gericht moeten zijn tegen discriminatie, het verbeteren van de rechtspositie, verbetering van de positie van allochtonen op de arbeidsmarkt. Daarnaast moet het restrictieve immigratiebeleid worden verscherpt. Policy with regard to ethnic minorities has always been based on the temporary nature of their stay. Given that this temporality is fictitious, there must be a policy with the aim of ensuring that minorities participate equally in Dutch society. Without such a policy, already existing problems, such as backlogs, cultural and identity problems, will intensify. The policy must be directed against discrimination, improving the legal position, improving the position of immigrants on the labor market. In addition, the restrictive immigration policy must be tightened.

The kings of Spain forbade foreigners and other 'undesirables' to immigrate to Spanish America. They saw aliens as threatening imperial, religious and mercantile security, and it might therefore be assumed that the Spaniards were xenophobic and intolerant. Dr Nunn's study shows that statutes tell only part of the story. In the years 1700-60 some 3 per cent of the foreign-born in Mexico were non-Spaniards who had entered the colony illegally. Who were these people, where did they come from, and what were their motives? In answering these questions, Dr Nunn demonstrates how illegal immigrants often escaped official detection and how even those known to the authorities were usually allowed to remain and make new lives for themselves. Neither Protestant nor Jew went to the stake in eighteenth-century Mexico. Harassment was more likely to come from officials seeking funds for an impecunious government than from the Inquisition.
